Regarding ideal conditions: this spot near our city has the least light pollution, and going further away isn't possible.
Regarding long exposures: since I don't have an equatorial mount, using too long of an exposure is pointless because the stars will trail, and the phone only allows up to 32 seconds maximum.
The thing is, photographing the Milky Way in winter is pointless without tracking because its core is in the sky during the day.
Try it in summer—check Stellarium, it should be absolutely beautiful then.
