The nebula was discovered in 1939 by Rebecca Jones and Richard Emberson. The "PK" designation comes from the surnames of the Czechoslovak astronomers Luboš Perek and Luboš Kohoutek, who compiled an extensive catalog in 1967 of planetary nebulae in the Milky Way known as of 1964. The numbers indicate the object's position in the sky: "PK 164+31.1" means that in the galactic coordinate system, the planetary nebula has a longitude of 164 degrees and a latitude of +31 degrees. In the catalog, this nebula is the first object listed within that particular square degree of the sky.
